The high school counselor is called Ms. Kelley, and she does not let go of the file. Max asks for it. The refusal sends the keys out of the house. The rest happens without her, in an office she no longer holds.

Often people look for a doctor. Ms. Kelley is not one. She receives students at the high school, she keeps files, she says no. The table keeps her from being stuck to the lab, or to another adult in a white coat.

The counselor, not the lab
Ms. Kelley works at Hawkins High, as a guidance counselor. Students go through her for something other than a class. Chrissy came. Fred did too. Max will come. It is not a hallway secret: it is her job in the building.
She is not the doctor who follows the lab children, and she is not the principal. Higgins is in charge. She listens, she notes, she files. The story places her in two episodes at the start of season 4: The Hellfire Club, then The Monster and the Superhero. She is not given a scene in every hallway.
Regina Ting Chen plays the role. The opening credits name her Ms. Kelley. No first name is added, and no title she does not have. She appears in the first episode, The Hellfire Club, then in the third, The Monster and the Superhero.
Telling her apart from the lab matters, because the season mixes adults who know and those who do not. Ms. Kelley knows what the students told her. She does not know what is killing them. It is not the same knowledge.
Max asks for the file
In March 1986, Max goes to see Ms. Kelley at home. She wants Chrissy's file. The counselor refuses. The file does not leave the frame where it is kept, and another student's request is not enough to open it.
Max does not push with an argument the story would let us hear for long. She leaves with something else: the keys. The theft is the turning point. As long as Ms. Kelley says no, the job holds. Once the keys change pockets, the office is no longer hers for the evening.
This visit is not the cemetery scene, the letters, or the coma. It comes before that. Max is still trying to understand why Chrissy died, and why the same signs are happening to her. The counselor is the only adult at the high school who wrote those signs down.
She is not given a line she did not say. The useful fact is the refusal, then the keys. The rest of the season will start from what the office contains, not from what Ms. Kelley agrees to read out loud.
Chrissy, Fred, and the same list
Later, Max, Dustin and Steve go into the office. Ms. Kelley is not there. The files are. Chrissy's, and Fred's. Fred saw the counselor too, before he died. The two files describe the same signs: headaches, nosebleeds, nightmares.
Max recognizes herself in the list. It is no longer a vague fear. It is a file that could be hers, written for two people already dead. She understands she is next. The counselor's office becomes, without her, the place where the run of victims can be read all at once.
Dustin and Steve are there to open, not to interpret in her place. It is Max who lines the symptoms up with what she is living. The counselor had the pieces. She did not put them in order, because that order is not a diagnosis taught in high school.
The files are not copied word for word. The story gives the resemblance, and that is enough for Max to understand. Adding a diagnosis, a date of birth, or a sentence the file does not contain would turn a clue into a medical report the season did not film.

The clock in the hallway
The certainty does not stay in the office. In the high school hallway, Max sees the clock. It is the sign that goes with the victims, the chime that has no business in a school hallway. The file has just told her she is on the list. The clock confirms it without one more line.
Ms. Kelley is not in that hallway when the clock appears. Her job stops at the file. What comes out of the wall is not her business, and the story does not make her a witness to the vision. Max is alone with what she has just read and what she sees next.
The clock has its own article, the chime of the Creel house. Here it is only a consequence: the counselor refused, the keys opened, the list spoke, and the hallway answers. The mechanics of the chime are not retold.
From there, Max no longer needs the office. She knows. The rest of March plays out elsewhere: the letters, the cemetery, the headphones. This article stops at the threshold, once the file and the clock have done their work.
What we do not know about her
No first name. No address beyond the house Max visits once. No family, no personal reason to keep the files other than the job. Adding a secret, an alliance, a double game, would be writing a theory. The scene does not have one.
She is not responsible for the deaths. She received students who were unwell, she noted it, she refused to show a dead girl's file to another student. The theft of the keys says Max could not wait for permission. It does not say Ms. Kelley was hiding the cause.
She is not seen holding a role in the final season. Her useful appearances are at the start of season 4. Looking for her later means giving her a career the story already closed after the office.
